The Ibalong Resources and Development Corporation/Goodfound
Cement Corporation (IRDC/GCC) based in Barangay Palanog in Camalig, Albay
has spent some P7,715,017.00 for social and community development of the
host and neighboring communities thereby assisting the government in its
poverty alleviation campaign in the countryside.
This was the result of the verification and evaluation conducted by
the regional office of the Mines and Geosciences Bureau (MGB-V) here on
the Social Development and Management Program (SDMP) of IRDC/GCC for the
calendar years 2000 to 2002.
The
amount credited to the SDMP of IRDC/GCC was spent for the construction,
improvement and repair of barangay halls, health centers, chapels and
water system; concreting of provincial and barangay roads and line canals;
electrification; medical assistance; cooperative; flood control;
scholarship; livelihood projects; information campaign; sports development
and clean and green programs.

The total amount spent represents more than the one percent (1%)
allotment required by RA 7942 of IRDC/GCC’s total direct
mining and milling costs for the years 2000 to 2002.
Section 134 of DAO 2000-99 requires contractors/permit
holders/lessees to allot yearly a minimum of 1% of their direct
mining and milling costs to implement identified activities,
programs and projects.
IRDC/GCC
direct mining and milling costs for the years 2000 to 2002
totaled P55,028,541.62 and the 1% of this amount required by law
is a mere P550,285.41 compared to the actual P7,715,017.00 spent
by the IRDC/GCC for the development of the said host and
neighboring communities.
