EXECUTIVE SUMMARY - ACCOMPLISHMENT CY 2002

For CY 2002, the Mines and Geosciences Bureau, Regional Office No. V, Daraga, Albay attained an average percentage accomplishment of 107.09%. For the Twelve (12) Key Result Areas (KRAs) under the Mineral Lands Administration (III.A) and Geosciences Development and Services (III.B)

Almost all of the programmed activities and sub-activities were 100% accomplish based on its reprogrammed schedule except for the demand driven activities (i.e. mining rights applications endorsed, permits issued, and processing/issuance of permits and applications. In pursuance of MGB's mandate of regulating mining operations and extending technical assistance to other clients, unprogrammed works were also undertaken.

As to the General Management & Supervision (I.A), although these were not included in KRA system, several activities were programmed and reflected a 100% accomplishment as of the period under review. To-date MGB-V workforce has seventy-nine (79) positions per NOSCA. Sixty-eight (68) of these itemized positions are filled-up as of reporting time, while eleven (11) remains unfilled. However, the PSB is completing the final deliberation for five (5) positions.

Fund utilization is 99% for both Personal Services and MOOE.

As of this period, a total of P 15,704,192.82 was expended for Personal Services while under MOOE, it was P4,115,089.96.

Revenue generated as of December 10, 2002 is P455,702.35 which were derived from sales of forms/maps, filing and processing fees, certification/registration fees, clearance fees, docket fees, application fees, laboratory analysis, violation of DAO 2000-98, and other regulatory fees while reported revenues from LGU's totaled to P4,571,340.89 as payment for occupation/rental fees, extraction and excise fees.

Issues on treasure hunting, operation of the Palanog cement plant, proposed polymetallic project of Lafayette Phils. in Rapu-Rapu, Albay and regulation/monitoring of small scale mining activities confronted the Office which were addressed thru multi-sectoral efforts with LGU's, NGO's and PO's.
